Negative impact on the environment is highlighted

A report drawn up for DG Agriculture by the Institute for European
Policy argues that the EU sugar regime has encouraged intensive
sugar production in ways which are environmentally damaging. According
to the report the sugar regime has helped to keep in place intensive
production systems associated with high environmental risks. The
overall environmental effect however would depend on the alternative
uses to which sugar lands were put.
